14px;\">为着力破解因校际差异造成起点不同，从而导致的评价不客观、不公平等问题，我市指导全市新任校（园）长在摸清学校（幼儿园）底数基础上，结合《学校（园）中长期发展规划》，到任6个月内形成《任期奋斗目标》。经教育局相关科室审核后，与教育局主要领导签订该目标。教育局审核内容主要包括校长制定的任期奋斗目标与学校实际贴合度，是否包含定性、定量的指标便于考核等。每位校（园）长“私人订制”《任期奋斗目标》将作为其任期结束综合督导评估时发展性评价的重要参考。<o:p></o:p></span></p><p style=\"margin: 0pt;text-indent: 30.4pt;text-align: left;line-height: 1.5em;\"><span style=\"font-family: 黑体;color: rgb(0, 0, 0);font-size: 14px;\">二、着力“任期中”，专业开展任中视导<o:p></o:p></span></p><p 14px;\">为精准把脉、指路、支招，我市每年对任期满2年的校（园）长、党组织书记开展“任中视导”，引导督促他们围绕《任期奋斗目标》，科学推进、专业实施，不断提高管理水平和育人质量。具体的做法为：一是科学定位任中视导目标。坚持以促进发展为目的，力求“诊断现状、分析原因、注重引导、助推发展”。二是全力确保任中视导质量。通过分类确定视导重点，对校（园）长则着重考察《任期奋斗目标》的科学性、可行性及其实施情况，对党组织书记则着重考察其在把方向、管大局、作决策、抓班子、带队伍、保落实中的作用发挥情况；现场视导为期1天，包括听取汇报、现场质询、师生访谈、满意度调查、教学观察、查阅资料等6大环节，其中教学观察是重点；结合视导重点，规范设计、使用“两表四纲四问卷”等视导工具；科学配置视导专家，分学段建立专家组，每组包括教育评估专家、教育管理专家、教学（党建）专家等；及时固化视导成果，现场视导结束后一个月内形成《任中视导报告》（一人一校一报告），总结成效与经验，反映问题与不足，提出改进和发展建议。三是有效促进任中视导作用发挥。及时在局党组会、学校党政工作会上公开视导报告，并将结果作为视导对象及其班子成员选拔、任用、评优、评先的重要参考；对5份《任中视导报告》中呈现的22个问题，分类梳理、建立清单，压实整改责任；帮助学校挖掘优势、潜力，形成并推广办学治校经验3条。<o:p></o:p></span></p><p 仿宋_GB2312;\">在校（园）长任期结束时，对其开展综合督导评估，并指导被督导对象或继任者及班子成员做好问题整改等后半篇文章，是我市试点的重点内容。系统梳理两轮试点工作，彭州主要解决了四个命题：</span><span style=\"font-family: 仿宋_GB2312;letter-spacing: 0.3pt;\">一是“评什么”，二是“怎么评”，三是“谁来评”，四是“怎么用”。<o:p></o:p></span></span></p><p style=\"text-indent: 32pt;text-align: left;line-height: 1.5em;\"><span style=\"font-size: 14px;\"><span style=\"font-family: 仿宋_GB2312;\">把教育部的评估参考要点作为基础性评价内容（权重100分），着重考量校（园）长任期内“做了什么”；发展性评价是我们的自选动作（权重50分），着重考量校（园）长任期“做成了什么”。</span><strong><span style=\"font-family: 仿宋_GB2312;\">三是个性定制评估任务。</span></strong><span 仿宋_GB2312;\">一是在兑现奖惩上动真格。</span></strong><span style=\"font-family: 仿宋_GB2312;\">广泛征求各方意见，形成《校（园）长任期结束督导评估结果运用办法（试行）》，从“激励”“问责”两端发力，引导、激励校（园）长及其团队履职尽责</span><span style=\"font-family: 仿宋_GB2312;\">针对25份《督导评估报告》呈现的141个问题，通过分类压实整改责任，统筹整改共通性问题4个，切实整改个别性问题125个。</span><strong><span style=\"font-family: 仿宋_GB2312;\">三是在深化治理上做文章。</span></strong><span style=\"font-family: 仿宋_GB2312;\">通过市政府门户网站等向社会公开督导评估结果。通过多种平台，并对一些可复制、可借鉴的经验成果在同类学校中进行宣传推广，营造“比学赶超”的浓厚氛围。<o:p></o:p></span></span></p><p style=\"text-indent: 32pt;text-align: left;line-height: 1.5em;\"><span style=\"font-family: 仿宋_GB2312;font-size: 14px;\">中小学幼儿园校（园）长任期结束综合督导评估是对校（园）长考核、评价机制的有力、有益、有效补充，在试点过程中充分发挥了评价“指挥棒”作用，引导校（园）长进一步树立科学的质量观、人才观，有力激发了彭州校（园）长干事创业热情，同时夯实了区域基础教育高质量基础。同时，“彭州经验”也得到全国广泛认可。2022年11月22日、2023年4月24日，彭州分别在全国、全省中小学幼儿园校（园）长任期结束综合督导评估试点工作推进会上作经验交流。2023年4月14日，教育部督导局来彭专题调研试点工作，并两次通过其微信公众平台，全国推广彭州做法。我市试点相关经验多次在成都市级以上会议交流。今年以来，上海、深圳、河北、河南、无锡等10余个区域教育同仁相继来彭、来蓉考察学习。<o:p></o:p></span></p><section 仿宋_GB2312;letter-spacing: 0pt;\">经过两年的试点探索，彭州市校（园）长任期结束综合督导评估工作已基本实现规范化、制度化、常态化，但还存在着评估对象没有实现全覆盖，“任中视导”内容与任期结束综合督导评估区分度不够大，开展督导评估过程不够科学严谨的问题。针对问题和不足，今后工作我们有三点思考：<br/></span></p><p style=\"text-indent: 32pt;text-align: left;line-height: 1.5em;\"><span style=\"font-size: 14px;\"><span style=\"font-family: 楷体_GB2312;\">（一）进一步突出评估对象的全面性。</span><span style=\"font-family: 仿宋_GB2312;\">民办园园长纳入任期结束综合督导评估范围。下一步，我市将进一步认真学习上位文件中关于中小学校党组织领导的校长负责制工作要求，进一步完善评估指标。着力研究民办园园长督导评估结果运用办法，将其纳入评估范畴。</span><br/></span></p><p style=\"text-indent: 32pt;text-align: left;line-height: 1.5em;\"><span style=\"font-size: 14px;\"><span style=\"font-family: 楷体_GB2312;\">（二）进一步突出“任中视导”的指引性。</span><span style=\"font-family: 仿宋_GB2312;\">围绕把脉、指路、支招三大任务，下一步，我市将进一步完善任中视导形式与内容，聚焦校（园）长“私人订制”的《任期奋斗目标》或《学校（园）发展规划》，着重考察校（园）长、书记领导全校科学推进、专业实施情况。在视导中，要在“把脉”基础上，侧重于给校（园）长、党组织书记“支招”。</span><br/></span></p><p style=\"text-indent:
